Connecting Toluca and Mexico City by Rail

The Insurgente Intercity Railway

El Insurgente is a 57.7 km interurban railway connecting Toluca with western Mexico City, providing a major new mobility alternative for one of Mexico’s most densely travelled corridors. Fully operational since February 2026, the line comprises seven stations, has capacity for around 140,000 passengers per day and has already carried more than 20 million passengers since the first section opened in 2023.

The Quadrante Group’s involvement, through Meta Engineering, now operating as Quadrante Global,  spans more than a decade and multiple phases of the railway’s development and commissioning. The scope covered the supervision, control and certification of railway systems, including track, power supply and overhead catenary, signalling, telecommunications, control centre, electromechanical installations, system interfaces, railway safety and rolling stock. The team also supported dynamic and systems integration testing during the commissioning of successive sections of the line.

More than a decade of continuous technical involvement supported El Insurgente from railway systems development and supervision through testing, integration, safety assessment and commissioning. Coordinating multiple interconnected systems, from track and power to signalling, telecommunications and rolling stock, contributed to the safe and progressive entry into operation of a railway designed to carry around 140,000 passengers every day and provide an alternative to the heavily travelled Mexico–Toluca road corridor.
