New Tools for a Stable, Inverter-Based Grid

NYPA – Frequency Scanning: Impedance-Based Scanning Tools

As wind, solar and other inverter-based resources (IBRs) take a growing share of New York’s power system, grid operators need new ways to identify oscillation and stability risks that conventional time-domain methods can miss. In collaboration with the New York Power Authority’s Advanced Grid Innovation Laboratory for Energy (AGILe), Quadrante Right Analytics is contributing to the development of an impedance-based frequency scanning tool, along with the methodologies and guidelines needed to apply it, as part of a NYSERDA-supported initiative.

The project combines a review of state-of-the-art impedance scanning methods, the development of methodology and guidelines for impedance-based stability analysis, and a scanning tool compatible with EMT simulation software such as PSCAD. The tool extracts the impedance characteristics of IBR plants, HVDC systems and STATCOMs, as well as network impedance, and is demonstrated on practical use cases to estimate how new interconnections affect grid stability margins under different system strength conditions.

Clear, frequency-domain metrics make it easier to quantify stability margins and anticipate resonance and oscillation issues before they reach the grid. The project will equip NYPA, the New York Independent System Operator (NYISO) and other stakeholders with practical tools and guidance to integrate renewable energy reliably, supporting New York’s transition to a cleaner, more resilient power system.
