Building a Path to Carbon Neutrality

Construction to Zero – Decarbonisation Roadmap for the Construction Value Chain

Construction to Zero (C2Ø) developed a strategic roadmap to support the decarbonisation of Portugal’s construction value chain and associated industries, contributing to the national objective of carbon neutrality by 2050. Promoted by the Portuguese Construction Technology Platform (PTPC) and the Portuguese Cement Association (ATIC), the project brought together industry knowledge, emissions modelling and practical measures to accelerate the sector’s transition towards a low-carbon future.

With technical support from 3drivers, a Quadrante Group company, and BUILT CoLAB, the project covered construction activities and five associated industrial sectors: construction carpentry, concrete products, ready-mixed concrete, mortars and bituminous mixtures. 3drivers contributed to the development of macroeconomic narratives and sectoral scenarios, greenhouse gas emissions modelling through to 2050, and the identification and assessment of decarbonisation measures. The analysis considered energy and material use, emissions, implementation timeframes, costs and sector-specific constraints, supported by extensive consultation with companies, industry associations and technical experts.

Roadmap horizon

2050

The C2Ø roadmap provides Portugal’s construction value chain with sector-specific pathways towards carbon neutrality, connecting long-term emissions modelling with practical and economically informed measures that companies can implement. Five cross-cutting areas for action were established: energy and energy efficiency; resource, material and process efficiency; ecodesign, innovation and digitalisation; transport and logistics; and carbon capture and compensation.

Beyond defining the roadmap, the project translated its findings into practical resources for industry. The C2Ø Accelerator combined training with individual support, enabling participating companies to assess their sustainability maturity, identify priority decarbonisation opportunities and begin applying the roadmap to their own operations.
